In the Baltic Sea region, it is widely recognised that contemporary challenges are multifaceted, blur traditional boundaries and necessitate the involvement of a plethora of stakeholders, including 'ordinary citizens'. Yet, although most Baltic Sea states embrace 'total', 'broad' or 'comprehensive' security doctrines and assign specific responsibilities to citizens within these frameworks, operationalisation varies across national contexts. The question is: What do different Baltic Sea states expect from citizens during crises (and vice versa)?
